On November 5, 2013 the Commodity Futures and Trading Commission (CFTC) proposed new speculative positions to conform to the Wall Street Transparency and Accountability Act of 2010 (“Dodd-Frank Act”). The Proposed Rules were issued in the “Federal Register” on December 12, 2013 for public comment, with comments due by February 10, 2014.
